Certificate of Need

Michigan remains one of less than 15 states hanging on to their Certificate of Need programs.  Mr. Kaser started CON work in 1984 by trying and winning a CON appeal in which for the first time an administrative law judge overturned a denial by the Department of Public (now Community) Health.  Although hearings and trials are rare in today's CON program, they still occur. Mr. Kaser has tried more CON cases than any other Michigan lawyer.  Mr. Kaser has also successfully counseled clients on campaigns in the Certificate of Need Commission to change CON review criteria.
